Mmmmm he kind of was in a way, he has been portrayed as a fearless pirate who goes anywhere he wants and does whatever he wants and fears no one. That’s all off the table now as we know he is willing to dishonorably infiltrate the world government. He would never infiltrate an organization that he had no fear of.

I think the big twist around Luffy and Saint Shanks vs Loki and Rocks, is that despite how cruel Rocks was to Loki, Rocks was actually being honest with Loki. And despite how friendly Saint Shanks appears to have been with Luffy, Saint Shanks has been lying to him and manipulating him all along.
Elbaph is setting up the reveal that Saint Shanks is an explicit enemy of Luffy, that’s the big revelation of this arc.
When Amazon Lily began, Hancock was an explicit enemy, but the more we found out about her, she eventually became an ally. Elbaph is the opposite, at the start of the arc Luffy still idolizes Saint Shanks and views him as a friend, but the arc is progressing toward the huge reveal that Saint Shanks has been lying to Luffy and manipulating him from the start.
