What I want to clarify though is that Ancient Weapon-Like Powers aren't Limited to Three, there are more, it's just that Three were Labeled as such cuz They countered Villain's Plan,

As for Loki, I do believe He can Awaken an Army, and this can be seen in Water 7 Arc, it was a Sinking Island similar to entire World, and Galley-La Company was like it's WG, with a Leader, his Secretary, Five Foremen and countless Shipwrights, except this time instead of CP-9 we have holy knights and instead of Shipwrights we have " Celestial Dragons" (They look like Scientists and Punk Hazard revealed what they love to create if they kept their science knowledge, it's Dragons)

So what is Elbaph here that is portrayed as Main evil of the world? It's basically Franky Family, whose job was ship dismantling while their founder was actually top Shipwright who created an Army of battle ships and he is latest version of them,

In other words, "King Elbaph" was a Dragon Master/Tamer/Maker (Whatever Oda wanna go for here), and his Army of Dragons was used against the World (Similar to Spandam Incident) and He later founded his Kingdom as Dragon Slayers, while He himself had Dragon Powers superior than the army that once terrified entire World,

Loki is now New Elbaph, He is King of Outcasts and a Dragon who can trigger entire world's PTSD, but He isn't the actual world ending threat, He is simply the one who Inherited the key to making it, just like Water 7 Arc was about Pluton, The Ultimate Battleship, and Franky had its Blueprints that was passed down through generations,

Hence why Loki didn't just get Elbaph DF but also Ragnir, which is secretly tool to creating Ultimate Dragon, and He can apply it on himself (Just like Franky can Upgrade himself same as a Ship),
