There are 8 years time before he confronts Loki. In this period, Shanks somehow got a full crew and stronger, but still I don't think his power level alone is enough to subdue Loki.

Shanks best to best case is on par with roger or bit stronger. Base Harald holds parity with Base xebec who holds parity with roger and garp.

It took roger and garp both to barely beat DR amped xebec and HK amped harald should be comparable to him. And loki beats HK amped harald.

Loki easily should be a level above roger/WB/Garp and shanks by this logic. Lets see how it goes.
