General & Others Were Gaban and Shanks truly not strong enough to defeat Harald

God Valley Garp and Roger were not in their primes yet which is your real issue. That version of Garp hadn’t even trained to defeat Chinjao yet.
So it seems weird that not yet prime Garp and Roger could defeat suicidal Xebec while near prime Gaban and Saint Shanks couldn’t defeat Harald.
Well the simple truth is Roger and Garp > Gaban and Saint Shanks. Gaban may be relative to them but Saint Shanks never was.
Woki is massively above all of these characters in their prime btw.

I still can't believe they were unable to defeat him, even though Gaban was one of Roger's top underlings and Shanks was a top-ranked Holy Knight

Being semi unkillable is the key here. And we have seen its no fucking joke. Thankfully for them he is a huge target.
They were lucky its just Harald and he didn't get Domi'd by Imu. They would be absolutely be dead.

GV Roger and Garp is a stronger pair than Shanks in his twenties and Gaban after 10 yearrs of retirement.
On top of that for some reason people completely ignore the fact that Loki was Harald's son.
Sure Loki was stronger than Shanks or Gaban after his power ups ( Ragnir + Elbaph legendary devil fruit). But I'm not sure that Harald would have done what he did against anyone else. He loved his son and was proud of him, relieved that Elbaph was in safe hands with his heir. He literraly let him hit him without any protection to end him.
What Roger, Garp,Shanks or Gaban had difficulties with,was bypassing the CoC coating of Harald and Rocks,inflicting enough damage to overpower the regen.... Loki had a free hit to end things,his father wasn't fighting.
