I don’t think so for several reasons.
① Luffy’s narrative progression in relation to Shanks & Teach.
Shanks’, Luffy’s benchmark is at 4,048,900,000.
Luffy’s not quite at Shanks level yet hence his baby Yonko bounty of < 4bil and also the comparison to Shanks with Loki as the benchmark at the start of the arc but expect him to reach that level by the end of this arc. So Luffy hitting that 4bil range will be an indication imo that he is ready to challenge Shanks.
Teach is always one step ahead of Luffy so I expect him to hit the 5bil mark first. Reckon his bounty will go up around the same time Luffy’s does. There’s also the need to establish Teach as a threat beyond Luffy so both being in the 5bil range is unlikely imo.
② Zoro’s narrative progression in relation to Mihawk.
Mihawk has a bounty of 3,590,000,000 so there is no way on God’s green earth that the series ends with Zoro having a lower bounty much less one in the 2 bil range. Imo his last bounty will be higher than Mihawk’s
So just based of the above the next bounty being the SHs last is extremely unlikely imo.
Shanks and Blackbeard just defeated 3bn bounty pirates instrumental in toppling the likes of Big Mom and Kaidou.
They're also getting new bounties. That's how we will learn the bounties of their crews. I'm confident Aokiji and Beckmann will have higher bounties than the Wings, but still well short of Mihawk.
Bounties are determined by threat to the WG. For Emperors in particular, it also reflects the strength of their crew, resources, alliances and territories.
Strawhats thwarting the WG's takeover in Elbaph, allying with its new leadership (Loki, Hajrudin, or both), and demonstrating the Monster Trio are threats to immortals is going to warrant a substantial boost in bounties for the crew.
The WG is going to know the Strawhats have made contact with Gaban. They're going to know there's a library there with thousands of years old knowledge. Critically, Saul has appeared after 20 years, raising dire implications for what knowledge of Ohara survived with him.
The broader context absolutely warrants a major increase in the threat assessment of Strawhats.
Luffy's alignment with Loki and Hajrudin in particular is seismic.
