I agree with that other than Impel Down and Marineford. Blackbeard been focusing on building his pirate empire in the New World and powering up his crew. But post Egghead that's about to change imo.

I think Oda is saving Dragon's Bounty for Luffy's new Bounty reveal.

We have no current pirate with over 5 Billion Berry as a bounty.

Luffy 1v1'd an Admiral, stole Vegapunk, blew up Egghead, ruined the Buster Call fleet, and is now allied with the Giant Pirates.

I think Luffy and Dragon will both have 5 Billion Berry Bounties once Dragon's Bounty is revealed
