Imu is the main villain of one piece even if BB comes after him which is debatable. In elbaph we are simply meant to see a small portion of imu's powers.
Imagine there is a character who is not harmed by 5 powerful attacks, 3 of which are advcoc, and this person's face, goals, and abilities are not even known to us. It's strange that someone would think that imu isn't the ultimate villain.
