I have Uvogin, Nobunaga, Phinks, and Feitan all on the same level. All of their Nen abilities are purely combat oriented, and they offer nothing to the Troupe outside of their combat prowess. Uvo and Feitan get the benefit of the doubt over the other two, but that’s because they got actual fights, while Phinks and Nobunaga haven’t yet

What chrollo is saying is that uvo is basically above phinks and nobunaga as both are enhancers.

He said no one can beat uvo in direct one v one head on fight which is how enhancers fight for most part. Only with hax abilities of conjuration or manipulation can he be beaten.

tbh the context matters a lot here ,
chrollo is trynna decipher who can actually beat uvo..
PT will obv not hunt for uvo and chrollo has alrdy fought people like silva ( who imo has better portrayal than uvo ) but he should be written off cuz he isnt a chain user.

i do have uvo pretty high tho..
possibly the strongest enchancer after netero.
