Harald gave Loki the task to tell people the truth about his mistake on trusting Imu,and to become the new king of Elbaph. So why in the present he was instead hated by everyone,and imprisoned? Thats what i think happened:
-Loki decided to not tell people the truth about Harald,because he thought people would not believe him,and that Elbaph would decide to give un on their project to abandon violence,and this would have destroyed Harald's dream of peace and culture
-So he took the blame instead for what happened,acting like "the Dark Knight" in the Batman movies,and decided to become a pirate
-But,he didnt just wanna to become a pirate. He wanted to go to Marejois,to destroy Imu and the others!
-In the beginning,Shanks could not stop him,so Loki travelled trough the sea,and even started to look for alliances,like Xebec did at his time
-He tries an alliance with Big Mom,and thats why he tried to marry with Lola,but,the alliance doesnt work because Lola rejects him,and also because Loki understands that Big Mom is not a person who can be trusted. So he decides he will go on his own,without allies
-But,at that point,a Shanks stronger than before,tells him that going to Marejois now its a suicide mission,so he fights with Loki and manages to stop him
-Shanks brings Loki back to Elbaph,and when the people of Elbaph mistake the situation with him "bringing back the criminal Loki" he decides to go with the flow,because he thinks that keeping Loki imprisoned,its better than having him dead because Imu killed him in Marejois. Gaban and Jarul agreess with this decision so they dont say anything about the truth
-Then we may also see the recent visit Shanks did in Elbaph right before Luffy arrived,where he tells Loki that soon he will be free and that he will finally have the right ally to defeat Imu..Luffy/Nika! And maybe also the part where Shanks tells Loki where he is going. So in the end,Loki will really tell Luffy where Shanks is,and maybe the three of them will go to Marejois to finally get their revenge. Altough Imu is partially already in Elbaph!
