Xebec, Harald & Loki are the 3 characters around whom the story revolved this year. They have the most valid arguments to be called "character of the year".
Dragon, the Figarland family, Roger & Garp come next.
I'm surprised I'm saying this because it doesn't get much better than Rocks, but honestly Harald's character writing has been flawless the past 3-4 chapters so he edges it for me.
Rocks.
The Itachi of one piece. Too strong to be killed normally. To great a character to be left alive in the story.
Killed personally by the author's hand itself and false flagged the plot for it.
