Jiraiya literally thought Minato was Ninja Jesus and that mfer saw prime Hiruzen.


Tobirama is among the strongest shinobi in history and undeniably pales in comparison to his brother and Madara. The latter didn't even need eyes to beat him.

The manga is completely unambiguous about Minato being behind only Hashirama and later his own son.

Tobirama vs Minato is kinda debatable, Minato has a slight speed advantage but everything else goes heavily in favor of Tobirama including battle IQ, reaction speed and unmatched sensory perception.

It's an intentional statement from the author. There's very little reason to assume the people of Konoha would generally not know Minato's power level,given the fact that he fought in a war like, 15 years before part 1 or whatever. There's also very little reason to assume Kishi hadn't made up his mind that the 4th Hokage was supposed to be strong at that point either. The only character Hokage Kishi retcons this for is Hashirama, by saying that the village didn't believe his strength was anything more than rumors anymore. Tobirama is debatable,but there isn't really anything to bail Minato out here.

Pretty much, Minato has the speed advantage, but Tobirama is more versatile, and has better experience.

His portrayal can go both ways. One minute he's getting hyped by Madara, the next he gets beat up by the Kinkaku and Ginkaku brothers. I still think he edges out Minato, though.

Does Minato really have the speed advantage? He has considerably worse feats even in an amped form. He only has teleportation advantage
 
What speed feats does alive Minato have over Tobirama?
You dont need feats where he is alive, he got first at war and putted the kunais and then Tobirama praised his shunshin no jutsu.

If they have to move from point A to point B without moving an inch then Minato gets there first. If they have to traverse the distance then Tobirama gets there first.
