B: Stop Elbaph from attacking the WG in a suicidal war.
Dorry and Brogy are best friends and were fighting to the death for a century over an argument about who caught the bigger dinosaur.
If Elbaph knew the World Government killed Harald, the entire country would immediately mobilize for war, and all of Harald's peace working with the Marines, WG, and other countries immediately falls apart. Loki loves Harald, and would hate that. Revenge would destroy Elbaph. Loki asked Shanks, Gyaban, and Jarul to lie and blame him, to keep this from happening.
Eventually, Loki goes to the Red Line, and fights Shanks (I'm hoping they fought on top of it, since we've only seen the top of the Red Line in terms of Marijoa). Also possible Loki attacked Shanks territory, if he found out Shanks was a God's Knight in the past, and Shanks snapped.
IMO what changed Gyaban's mind was Zoro.
Ain't no way Luffy is taking down Loki in a 1v1. If Gyaban believes the STRAW HAT PIRATES could stop Loki, then, that makes a ton of sense. Once Gyaban realizes Luffy has a good crew, he's on board with Loki being released.
IMO, this is why Oda keeps referencing Loki to Oars.
Thriller Bark also had a Cerberus, and Moria's Shadow Powers and Imu's Domi Reversi are very similar (still think Domi is Shadow related). Oda's spent a lot of time tying this arc to Thriller Bark.
Since Domi Reversi could turn Loki into an Oars-level-threat (in terms of narrative, obviously Loki is stronger than Zombie Oars), I think we'll see a Thriller Bark Callback here.
Hajrudin gets seriously wounded, and Loki gets Domi Reversi'd, same way Rocks did over Imu threatening his family.
This also leads to a legit "save the island" scenario, since Loki can legit destroy Elbaph by hitting the Adam Tree with enough lighnting.
Once Imu takes enough losses, I think Imu will pull a God Valley, Domi Reversi Loki, tell him to destroy his homeland Elbaph, backtalk Rocks and Harald, and then retreat to deal with Teach attacking Marijoa.
Straw Hats haven't had a good team-up fight in forever, and if the God Valley lineup couldn't beat Imu, no fucking way they can. Imu will retreat due to Teach attacking Marijoa, and the Straw Hats take down Domi Reversi Loki, and becoming more or less Gods of Elbaph.
