Followed by Sasuke retrival arc, amount focus Side characters got was insane.

Honestly naruto from start till pain arc is peak. Can't really decide one over another. If I have to say its pain arc > Akatsuki arc before pain arc > Chunnin exam arc (Konaha crush arc included) > Sasuke retrieval arc > Tsuande arc > 5 Kage summit arc > Land of waves arc >>> 4th Ninja war arc

Gaara
Orochimaru

Naruto vs Sasuke in the Valley of End Part 1 is better.

Its second best fight for me. But pain fight was key fight for naruto in the entire show. He became a hero post pain fight and naruto shines a lot against pain.

Lee vs Gaara was my first " Oh fuck " moment of anime. I felt like I had premium subscription to Life after that fight. I had to get off my chair in excitement.

Only moments like those in my one piece journey is,
- Zoro nothing Happened, and
- Ace getting rescued finally

all excellent choices but nothing will be more peak than 5 genin level ninja taking on an S-Rank mission against 4 jonin level ninjas with addition of cursed seal boost, with Choji and Neji having 2 of the greatest showings in the series in both their respective fights and teamwork throughout the arc. Then you add in not only the addition of Rock Lee not even fully healed, the sand siblings to save Shikamaru & Kiba with Lee & then Gaara vs the goat Kimimaru!

the backstory was amazing for kimimaru.

to piggy back Konoha Crush Arc is also extremely peak and underrated overall especially in terms of fights we got Shino greatness, Naruto saving that chump Sasuke and defeating Gaara in a straight 1on1 with Gamabunta vs Shukaku, then we had absolute Peak of The God of Shinobi Hiruzen vs Orochimaru, Hashirama & Tobirama and absolutely put on a clinic against his former star pupil genius and 2 of the strongest shinobi in the verse. not to mention everything else but that was the first absolute peak of the series as a follow up from the Land of the Waves.

Pre-skip went from strength to strength, ending with a "boys becoming men" Sasuke Retrival Arc that's imo the best and was perfectly squandered foundation for Naruto's path to Hokage.

Post-skip was up and done, mostly down in retrospect, and its peak was the Pain Arc.
