When you say they'll never be relevant what are you referring to specifically? Because if the argument is "they'll never have an arc centered around them" then I'd argue the Red Haired Pirates are cooked too

Honestly I can't see the BBP getting their own arc either with the current pacing

If CG doesn’t get any update in between Elbaf and the next arc, I think they’re cooked

At most we´ll see them react to the news of Mariejois in fire/Elbaf stuff or whatever, and Buggy will be like:wow, the world is in chaos, we can steal the treasure under everyones noses. Croco and Mihawk will act tsundere before they quietly agree with eachother. This stuff is pretty predictable at this point.

We all know that Buggy will be called a ¨pirate god¨ or whatever who rivaled Luffy by the end of the manga. My only point is the faction will never actually end up doing much, which is why we didn´t see them at the transition between Egghead and Elbaf, like we saw the BBP and RHP. And Oda is pretty clearly rushing the story at this point, his goal is much more likely going to be focusing on the BBP,Man marked by flames and the Holy Knights, as opposed to Cross Guild recruiting like, Moria or Hancock.

and yeah, the RHP aside from Shanks are never going to be too plot relevant.

Yes, they're side characters, but they'll still play a very important role in the final race. Buggy is one of Oda's favorite characters and Mihawk is Zoro's final goal. Jump on the wagon brother

We have no reason to think Cross Guild has any interest or connections to Elbaf, Buggy isn´t the only flashy character in the manga.... like, of all the Yonko crews, CG unironically has by far the least to do with the current arc actually. Shanks and Teach are much more connected and focused on. Even if Oda wanted to create a superficial connection, he could have had Buggy be born in GV, but Oda avoided that.

They can target other groups to obtain their rubbings (not saying they'll be successful, every faction will fail besides the Strawhats anyway)

And because Oda himself considers Buggy (and Cross Guild by proxy) a major player in the Final Saga

It isn´t implied that every Kozuki knows how to read the Poneglyphs I don´t think. Sukiyaki was the only Kozuki who was imprisoned, while Kaido killed the rest of them. Sukiyaki also heavily implied only the shoguns were familiar with Pluton, and not just every Kozuki.

Law was nerfed with his heart. But even without that, vergo was a low diff and took one of the biggest aoe attacks we have seen in the series so far. An island level attack.

This is true on paper but it’s pretty obvious that Moria being a Kozuki will come into play somehow. Whether through blood or adoption he has some association with the clan and likely learned how to read the Poneglyphs which will give Cross Guild their translator
