Design and theme wise Oda is one of the best if not the best from what I read (not much)
He doesn’t follow up on these characters though, halfway most turn into meme character

There are definitely 10 characters in OP, Doflamingo is the perfect example
No shitty gags, defined motives, fits well in the theme of the story, deeply rooted in the fabric of the verse

Let’s leave Berserk out of this because frankly nothing compares lol

Honestly I was thinking in terms of ranking Oda's character writing in terms of fiction in general/the concept of what writing a character would entail. Realistically I could rank it a 2 just from the amount of easy lay ups Oda missed in terms of potential character development, but I gave him some leeway just because pf the sheer amount of absolutely horrendous character that exist in fiction that not even Oda's worse can touch in terms of absolute awfulness.

Waka Sama is cool, but I prefer the OG puppet master

Even then, no One Piece character would be a 10 or even a 9 tbh
Kuzan can end up a 10 depending on how Oda ends his character arc. Also not every character needs to be super deep or requires growth/change to be an excellent character. They can have a great design, great abilities, a personality that fits them, and be impactful.

He's good (or was good) with shallow static characters. He's terrible with characters that get development over the course of an entire story which is why most characters get their little development in one arc only. Absolutely terrible at writing depth, internal conflict or anything related to moral greyness though

Which sucks bc the best characters are always the morally grey ones

It's a bit sad to see so many people miss the greatness of One Piece's characters..

But it is what it is.

One Piece is a treasure, and like most treasure, it won't appear magically in front of us if we just sit back and wait.

The perfect representation of the post-struggles faced by a victim of abuse (and probably rape), the effect on her characterization and representation of the world, and after this, the effect of the genuine caring eyes of a kind man on her psyche.

I'm not talking about love necessarily, I'm talking about the slow liberation of Hancock from her shell and the shackles of her past, the overcoming of her trauma and what the celestial Dragon did to her through confusion transformed to admiration then to love.

I'm talking about the healing of a woman here. And I'm talking about something done organically.

--------

This is but a simple exemple of what Oda can do and what is hidden behind the surface of One Piece. (although this time, it's was pretty obvious in the narration)
