Because you can’t casually sail the new world in reverse. You need to follow Logs and Vivre cards to get anywhere, unless Loki had a log to his destination he was just sailing aimlessly in a large ocean.

By spending years upon years doing fuck-all. Because if he did what he set out to do after killing Harald, namely avenge his father and Elbaf's honor, then the plot wouldn't allow it. It's yet another window of filler time, like the years in which Oda couldn't allow Oden to do anything otherwise the story broke, so he had him dance instead.
