2. There is a reason Gaban gave Luffy Loki's key, as he knew would beat Loki's ass (as Luffy said)
3. There is a reason the WG only gives him a 2.6 bill bounty
4. There is a reason he was KOed by Shamrock's dog, Gunko and base Luffy, which is not even 10% the damage Kaido took.
5. There is a reason he has no idea what ACoC is and has to be explained it by Gaban.
I agree. Let's not overcomplicate it.

The whole discussion about whether Loki is above Roger makes no sense because they fail to see the most basic premise of Shonen: power levels increase as the story progresses.
Roger, Shanks, Dragon, and Mihawk are the only characters whose power levels are still unclear, but since they will be revealed later, they'll all be superior to Loki.

Whitebeard was the biggest legend since he’s been in the seas the longest so it’s obvious BM would see him in a higher light
And remember Saint Shanks was dormant at this time so he isn’t even making flashy moves for the One Piece

This is fair on its own, before all the reasons I gave this was holding me up as well. Not anymore though cause new evidence has come out since then, and his bounty simply does not match his feats and portrayal. We know now, his power far exceeds the standard of 2.6 bil. Maybe this is why it was called a special bounty.

This is what makes him even scarier and why he is pretty much guaranteed to be Luffy's strongest ally in the end. He has arguably the best feat in this entire manga in taking out HK Amped Harald.....and he did this without any formal haki training, a feat that even haki masters had never achieved in their entire careers against far lesser competition. That is ridiculous, holy fuck I don't even have words to describe how dumb that is. Oda went too far with this one, the dude is pulling off the best feats of all time without even knowing what he is.
