Don't think DR rocks was 2x times stronger than garp and roger even if it was a 2 on 1 .
Plus the Elders have MZ that awaken who know what hax shit they could have .
Right now what hyping up loki is DF powers and you never know how crazy or nerf they can get .
Also narratively we know why the HK more important story wise but that very differnt from the buff power aspect .
They can effect Imu if hurt , he can control them from any way , there is no way to undo the contract ( at least for now ).

DR xebec was dominating garp and roger in 2v1 where it took roger and garp to use all their haki to remove the DR curse out of xebec. They were down after that. Base xebec is comparable to garp or roger given how many times they were grouped together so it simple makes sense DR xebec being 2x garp or roger.

DR is something imu can hand it to anyone. It is of no consequence to imu. HKs and Gorosei receive special amp. Hence when they are killed , it hurts imu. That alone should make the amp more powerful logically.

So what more likely is gonna happen he gonna do that. And if he is the EoS FV its gonna be in bleach where everyone get there 1vs1 fights and once they defeated they gonna get killed by imu by him reabsorbing his power
