Why is that a seinen? Who decides that? People used to think Attack on Titan was a seinen when it was selled as a shonen. Is because the protagonist is an adult instead? Then DBZ is a seinen?

iirc Kamen Rider has always been a seinen franchise. It depends on what kind of magazine it releases. There are shounen magazines, seinen magazines and shoujo/jousei magazines. The magazine directors usually tell the author about their standards. Nowadays magazines have much less standards, but they still exist.
So yeah, when an author sends their demo chapters to a magazine it usuallly has to fulfill a checklist of criterias before it can be released in that magazine.

You can already tell what they all have in common and what the magazine's standards are. Lighthearted/Philosophical, but still bloody.
Also yeah, this seems to be the Kamen Rider magazine, Kamen Rider is a pretty grounded series for how it resolves crime and bloodshed.
They could technically release these mangas in a shounen magazine, but then you won't have that complete package of what a magazine has to offer. Especially older people nowadays will rather purchase a themed magazine too.
As for what exactly the guidelines of a magazine are, idk, but one can get a feel for it over time.
It's also the same reason for why One Punch Man is a seinen and not a shounen.

About AoT. You need to realize that this was super fodder for the anime newbies that came with AoT and recently anime newbies are talking the biggest nonsense I have seen in a while. Ask
@AL sama , if I want to I can dig every day posts from twitter/threads or other spaces and find people that get demographics wrong or use these things for argumentation. So yeah, people nowadays tend to get these things wrong, mostly because they are just botting anime/manga down without seeking information about what they exactly are watching lol.
