But Sanji's culinary skills haven't mattered at all in the past 15 years, with the small exception of the meal he fed Luffy in WCI. What Oda has been focusing on is the exoskeleton and how despite being a science project gone wrong, Sanji is better than his brothers because he kept his emotions, making him a more humane android.
That's why I think if anything, titles used to describe Sanji will hinge upon fire, whirlwinds, love, and his being an engineered being at his core.

But considering Oda's love for Dragon Ball, if Sanji were to ever gain a title based on what Judge did to him, I think it'd be 'android', while Franky being the crew's cyborg.

Look, the distinction between "android," "cyborg," and "augmented human" is more theoretical than practical. In fiction, the terms are used interchangeably, and I don't care to discuss semantics past a certain point.

That being said, Sanji's body is mechanical. It even goes "vrrr" when his genes activate in Wano.

Yes, cyborgs are ugmented humans through artificial components, that's what is said in your screenshot. Sanji and his siblings only had their DNA altered, it's the literal definition of a mutant. The exoskeleton is purely biological, it's just an extremely durable skin, not a mechanical part added to them. Some animals have that too.

the Queen quote is a localization issue. The term he used in Japanese was for augmented humans, a term never used for franky Queen seraphim Kuma or any cyborgs

There are no Cybernetics which are necessary for Cybernetic Organisms (aka Cyborgs).

The Augmented Humans like the vinsmokes are purely organic; even their exoskeletons are organically grown.

Calling them cyborgs is like calling Bonney a cyborg because she was gifted a DF power through scientific experimentation
