Loki killing harald thing is most likely not known as of now. When Imu learns of it , he would bare minimum have 5B+ bounty.

That's not a good increase

It’s a realistic increase. I don’t think Shanks will see his bounty rise without a valid reason, especially since he currently takes no hostile action against the World Government and seems well established. Shanks’ bounty is 4,048,900,000, so Luffy cannot surpass that amount for now. That’s why his bounty can only increase up to around 3,500,000,000. However, once Shanks meets Luffy, Luffy’s bounty could surpass his, but not before. I also believe that Blackbeard’s bounty will eventually exceed Shanks before Shanks meets Luffy.

Anyway, SH's bounties don't really matter anymore or bring hype in any shape or form.

In the worst case scenario Luffy's bounty will enter the 4 billion range to signify he reached Shanks' level and post Raftel he will get another one.

I do think they need a bounty increase before they have the final war. But it will be a corrwction/minor update on it.
Luffy will move into the 4 Billion Berry Mark
Zoro and Sanji will move into the 2 Billion Range
Everyone else gets a a 250 million Berry boost
