People need to realize that Manga is created to be sold in Volumes, these so-called Chapters are basically just Volume Segments so you can read it & be up to date on Magazines, which contain many other Manga anyway, so from Mangaka Perspective, They care more about constructing their Story with Volume structure in mind,

This Chapter is in Middle of Volume 115, that's why it's just Filler,
It doesn't change the fact that it's "Too much" of a Filler as other Volumes had better Bridge Chapters, but this means that Oda doesn't want to miss the landing/timing with this Volume's Ending (Last Two Chapters),

This Volume in it's Structure is very similar to Volume 109, which ended with Reveal that Vegapunk left a Message + Gorosei Starfall/Arrival,
So, I think Oda is preparing similar Moment, We are gonna get few Chapters of Filler & "How are We gonna save the day?" & then something will happen that's gonna completely change the focus of the Arc,

What I'm trying to say is that The Real "Desperate" Situation of this Arc didn't happen yet.
