Oda doesn't care as much as you think, he'll give a character Conq Haki whenever he wants as long as he thinks it fits.
He believed it was good writing to have the aforementioned three unlock it as children, so he did. If he thinks it's a good idea to have Sanji unlock it against Brogy or Sommers, he'll just have him unlock it against them.

If you have Acoc, that's given ability you must have.
Ryou means flow. And To coat your weapon with conqueror you need understand how flow works, it does not work like simple CoA coating.
Look at any AdCoC character and 99% of them has Ryou.

You said he'd "solo" them, which is unrealistic. My take that he and Sanji fight Dorry and Brogy together is more realistic
I'm just saying, I don't think Oda will really care about these supposed limitations. He had Zoro get Conq Haki and then ACoC in one night, if he wants to give Sanji CoC then ACoC then he'll do just that.
