In my view, Louis Arnote’s life is split into two periods: a first period where he is a young prince and travels the world (at that time, Brook is still just a child),
and a second period where he is forced to fulfill his duties as king and remain to govern the kingdom, abandoning his explorations. By then, Brook is a young adult, finally old enough to go out to sea, but out of loyalty to his king, he becomes a member of the royal guard.

In short, Brook is like Luffy waiting for Shanks at the village port while Louis Arnote goes out to sea. Once Brook joins the royal guard, Louis Arnote becomes sedentary as king
Sometimes a mans instincts are better than any historic hint or foreshadowing by Oda. I hope Arnote is gonna be revealed as a relevant character. Maybe he is indeed connected to Brook. This should be revealed very soon.
