All 6 (most deserve 7) besides Ussop, chopper and Nami, Nami would stay in the guards' rooms, chopper would be in lebel 4 since it's the boiling pit and chopper being food might become true, and Ussop dies at lebel 1
I thought about that but I figured that if that is the baseline, then there isn’t a person in the New World who doesn’t deserve to be in Level 6. Also we actually don’t know he was there due to his sheer strength or if it was due to hi position as warlord.
In all honestly I just don’t like the idea of all of them being on Level 6 so I scaled it a bit.
Now that I think about it, due to his experiences in the Kamabakka Kingdom, Sanji would probably end up on Level 5.5
