It's been years since Xebec died, who was arguably VERY CLOSE to PK level, and Harald did everything to become a HK at the end. Even without the HK boost, Harald definitely powercliffed Xebec at the end cuz he lived far longer and managed to grow even stronger.
The same Harald got a HK and was viewed as a complete monster by IMU himself. Gaban was legit traumatized by this dude and you can arguably say Gaban pushes Rayleigh to high-extreme diff. He's part of the old legends. Harald was a number on his own.
Yet, Loki absolutely wrecked HK Harald even though he obtained Ragnir AND his legendary DF few minutes ago.
I'm sure Shanks managed to capture him with underhanded methods. Oda could have easily shown how Loki was defeated at the end of his flashback. Why didn't he show it? Cuz there's clearly a twist to that.
Furthermore, base Loki was already comparable to HK Harald. He might lose high-extreme diff but HK Harald didn't make it look like Loki was significantly inferior to him. Even without special abilities, Loki carries one of the most powerful DFs in this world and Ragnir legit can brawl with top tiers lol.
