Sanji probably since hes actually done plot relevant stuff every arc. Zoro has also taken someone down almost every arc but Oda hasn’t had him do anything to push the plot forward in anny arc outside of Wano.

Shanks is slowly growing out of the Gary Stu trope the more Oda focuses on his CD background and all that, but I don't see why it makes more sense for him to be a Gary Stu than Zoro tbh. Being the MC's idol doesn't mean he has to be a super sanitized and safe character at all, it's actually better for him to be more complex as it makes us question if Luffy's idolization of him is a healthy mindset for Luffy to have.
