IMO many "gods" through history were real individuals from species much more advanced than our own. Many assholes, with a few real gems sprinkled in that honestly tried to help developing life.
I honestly don't think any of the human leadership we see has that much power. I think the real power is underground.
I'm of the mindset that Oda understands this as well.And the celestial dragons are his criticism of it. Wouldn't be surprised if most of the celestial dragons were possessed and didn't know it.
