If the word for scary and strongest sounded similar I could see the wordplay since japanese got a lot of homophones and they play with them but the word used for scariest by the kid is "kowai" while the word used for strongest is "tsuyoi"
Also we got teachers/brothers/uncles & co also sacrificing themselves for the kids in the chapter so it'd be kind of dickish to only refer to mothers? In that case love being the strongest thing would make more sense so it applies to everyone but the title is ambigous as it can refer both to a concept/inanimate object and a being.
And WillofMarco seems to believe it's about Luffy/Loki
