Chunin Exams is basically the Dark Tournament arc of the current era. It is the go to tournament arc when discussing the greatest arcs

Enies Lobby is mainly isolated to the OP community. I don’t hear much about it when other communities are talking about arcs. In fact one may argue the Sasuke Retrieval Arc is a much better arc than Enies Lobby

It´s a tough one, but the Chunin exams takes it imo. The amount of great antagonists you have in one arc is just insane:
Neji
Gaara
and lastly, Orochimaru. His role in this point of the series at least, is one of the all time greats in Shonen. EL in comparison, does have Lucci, but I don´t think he alone can really stand up to those three(and other characters people like in the Chunin exams, like Dosu, Shikamaru and Lee).

almost any arc in naruto takes a massive shit on every arc in one piece
one piece doesn't have amazing arcs because of oda's inability to learn to condense the arcs instead of bloating them, even in prets the arcs are at best mid
They only had good moments but arc themselves were mid

Ennies Loby has to be one of the biggest gaslights in anime/manga medium history, when NPCs keep repeating same shit "read/watch one piece until the ennies loby" I cringe.
There's nothing that good about the arc, it's very fucking mid AT BEST.

• side characters are boring and throw away

The only good thing about the arc was Kuzan and Robin's backstory but after recent developments, her backstory is a massive shit.

Ngl, Part 1 Naruto might genuinely have the best back to back arcs in the row in shonen.
You have:
Land of the waves
Chunin Exams
Sasuke retrieval

all pretty much back to back, all being classics and pretty much the best arcs in the manga. The only exception would be search for Tsunade, which isn´t even bad, it´s just kind of meh and a bit more forgetable, but you still do have:
Intro for Itachi
intro for Kisame
Sanin deadlock

No single One Piece arc gets talked about outside of the One Piece fanbase, there isn't a One Piece arc that transcends the series. Maybe Marineford if we're being generous.

The issue with One Piece arcs is there is simply too much bloat and/or the fights are not good enough.

Arlong Park is probably the best arc in One Piece all things considered, no unnecessary bloat, meaningful story, impactful character moments. If it had an elite fight it would transcends the series, but like I said the arcs are always missing something to get them to that iconic space.

Not the villains themselves, rather a lack of a good memorable fight the villains are able to give.

One Piece villains can hold their own against any shonen with their designs, personalities, and abilities. I'd say better than Naruto villains for the most part, it's the lack of good fights.
