I havent´t read Boruto, but aside from those characters and Iruka, literally all of the above. Naruto could at least enjoy peace and safety, the others couldn´t.

Either Garaa or Nagato. Garaa is a worse Naruto and Nagato like Kakashi and Itachi was a child soldier but unlike them he didn’t choose to do so.
