Since he has to defeat Killingham then Van Augur
So he won't be "that" weak but not "that" strong in terms of EoS powerscaling
As for how this affects his character, it's not really something that matters for him. He doesn't need to be that strong, just brave enough to fight strong opponents.

His mentality is what's important to his character, rather than strength growth. Now as one of the commanders for Luffy, naturally strength will also be important, but blud is also only like 19 lol, if he progresses at a normal OP-pace of power growth, he'll be a monster in his 40s.
