If Oda really Shanks beat Loki, it'll be because Shanks is Joyboy's direct descendant who inherited his power, and only fell short of beating Imu because he never got a god fruit. It won't be something any top level pirate can do, he would just be special. Shanks would be the strongest pirate since the VC

Oda is just doing all the bad things from the end of Naruto and Bleach because he's old and doesn't even realize there was a lot of backlash to those things from readers, and because those series fell off by the end in Japan anyway.
