Shamrock was sent back because he's the current commander of the Holy Knights and likely someone that all of the other CD's respect. That and maybe he was also sent to deal with the blockade himself

This fire thing was something pumped by the fandom,but in reality it could perfectly be a metaphorical thing,meaning that Marejois needed the giant army for the final war
