They're not similar in terms of personality, but what Fujitora did on Dressrosa should have been the conclusion of Smoker's character. See how some people are saying Fujitora should be the fleet admiral in a new Marines ? This is what Smoker should have been, but now there are two characters with a similar motivation.
Smoker's trajectory is to leave the Marines and had Smoker's power level been akin to Fujitora's then he wouldn't have had the role he had in essentially any of his appearances.

And Koby was my favorite character since chapter two for over a decade until my profile picture and Cavendish displaced him.

Only Koby can be pathologically insecure and have fuck ups like what occured with Garp while still being an archetype that's antithetical to modern agenda/powerscaling and have the sort of framing of his story that we see, because none of it is based on what's actually on page.
People push him due to their idea of his story and vagueness like the rocky port while looking past his actual character.
He had fourteen pages post timeskip until Egghead, Smoker just gets irrationally judged for the same gaps in appearances that every character has.
