Given that Gil bastar has Perona's fruit, Ganzui has Mr. 5's fruit, and John has Kid's fruit, it's probably true, but it means Kyo is dead
He probably is but it begs the question of who killed him.
Given who ended up with the fruits these characters have I wouldn't be surprised that prime Moria killed Gil Bastar, Prime Croc killed Ganzui, and John probably just died to an Emperor or something like that (not sure if Kidd killed him since they have a lot of similarities, so they could be related in some way).
But Kyo would be harder to pinpoint. He's too strong to die to just any character.

Even if he did have the Karma fruit, it still wouldn’t make sense for him the let fodders kick him around.
Who knows, Oda is a clown when it comes to size scaling. But then again, he did let some fodder blow him up for some reason
Regardless that’s when people first speculated about him having this df, not when Polo kicked him
Zoro was bruised by random Gifters somehow
Jinbe got shot by a Gifter lady
Koby was seemingly hurt by Kuja fodders
So on and so forth
Characters getting hurt by fodders out of no where isn't a big surprise.

Devil fruits don't work like that
But I understand your reasoning

As shown in Punk Hazard, they have a chance of reincarnating in fruits that are nearby them. I'm assuming that some characters just get incredibly lucky and manage to have a fruit spawn near them after either killing said fruit's user or being the user that died.
Also, the fact that Moria suspiciously had both Gil Bastar's corpse, and also had a hench(wo)man with his fruit under his command, seems to be grounds for him killing Gil and keeping the corpse.
Crocodile killing Ganzui has a little less going for it, but given that he clashed with a different Rocks Pirate (Primebeard) before, it's not unlikely he had went after other members of the group beforehand and maybe got a little cocky because of it.
These would serve as solid hypetools for these characters, and wouldn't feel weird since they are Warlords and people like Ganzui are far less important and powerful than people like Big Mom or Shiki, so them losing to Warlords isn't that surprising.

I understand, but for example, Bentham wasn't close to the old man of Wano when he died
