The story has revealed that God of War was the owner of Ragnir and also the partner of Ratatoskr. Ragnir is a object without soul devil fruit homie power or ate a devil fruit. Now Jarul revealed Ratatoskr possessed Ragnir, but why are they still being calling the hammer Ragnir?
A similar event happened to Nami's Clima-Tact and Zeus. Zeus about to die or already died, then it possessed the Clima-Tact. After that, Nami always called her Clima-Tact Zeus because Zeus is fully combined with the weapon which makes it a live, like the homies.
There are other non homie examples such as Funkfreed, Lassoo, and Cerberus. These two examples are different because one is called by the a non devil fruit name the other one is. Funkfreed ate a Elephant devil fruit but Spandam always call it by a different name. Similarly Mr.4 never calls Lassoo by the name of the devil fruit. On the other hand, Shamrock's sword ate a Cerberus devil fruit and he calls it by the devil fruit name. You might think Imu gave Shamrock's sword demonic power that might probably be true, yet he still calls his sword by the demon's name.
Well I think these are just personal preference of the characters. They call them whatever they like. For Ragnir, Probably no one has ever saw Ratatoskr in real life and has any connection to call him by it's real name.
How did Ratatoskr possessed Ragnir?
It was a odd case and the event that ever comes close to this is Zeus. Big Mom grabbed Zeus's soul which makes him completely without a physical body. The soul then possessed into Nami's Clima-Tact as she was trying to feed him his favorite food.
Brook said his soul went to the land of the dead, so anyone dies will go to the that place. By that means, Zeus's soul should be heading to that place. However, Big Mom uses her devil fruit power to create it and technically her soul, so the soul didn't go to that place. Instead he finds a reside into a physical body which is Nami's Clima-Tact.
Zeus didn't went to the land of the dead and reincarnated which in the process will wipe the memory. Basically Zeus cheated death.
This supposedly dead Zeus comes back to life in the form of Clima-Tact. Zeus and Clima-Tact are now one entity. Now he can change the shape of Clima-Tact functioning just like a any weapon that ate a devil fruit.
I think in the case of Ratatoskr, it is pretty much using the the principle. It dies and possesses into his beloved master's weapon Ragnir. He kept his memory and can freely change the shape of the hammer in any form.
This is complete different from the how the devil fruit works because the devil fruit has to reincarnate back to the form of a fruit. It's almost like a container created to trap the soul.

Vegapunk has tried to make them such as the dragons, but they looked like a normal zoan because he doesn't fully understand how soul works. Eternal flame might be a missing ingredient here but that is another big theory. So you can imagine the red dragon has other hax abilities. People from the ancient kingdom that possessed these knowledge created many mythical creatures and trap them inside individual devil fruits. They probably didn't trap all of it, some of them dies normally and becomes legend as of today.
