I wouldn't be so sure, after all top 20 last time had like 5 female characters (Nami, Robin, Boa, Carrot & Yamato). Even beloved Vivi was actually 21st. So I think top30 is very possible, top 20 is debatable...

I think the current "World Hot Characters" section is only displaying results for the first week of voting, which was from March 4th (when it began) through March 8th.

That's why the current results appear the same; they accidentally revealed them early on March 8th instead of on the scheduled date of March 16th (Japan time).
