They´re above them in hierachey, but we don´t really know how the Figarlands compare to the Gorosei in pure 1v1 combat, since the world government isn´t ultimately an entirely meritocratic organization. Harald was getting treated like Sommers and Garlings waterboy as a Gods Steel, but we know he was probably the strongest guy under Imu. Similarly, Shamrock didn´t really have an opportunity to become a Gorosei, since only one of them has fucked up in his lifetime.

I think he has the strongest CoC and would be the strongest Gorosei with Imu's highest seal but the current Elders are still one lvl higher
Not that much I would say but still higher
I hope he reaches their lvl by sheer skill and doesn’t rely on Imu's regen powers too much
