Low top tier at worst, so around the level of Twerkbull, Kizaru, Law, Kidd, Yamato, etc

He should be followed by Two or Three who are Level below it, which means as Strong as Roger or Yonko, (WG's Kaku & Jabra),
After that, Majority of Holy Knights are gonna be around Admiral Level (WG's Version of Blueno & Kumadori & Fukurou ... etc),
And finally, Weakest (Maybe One or Two) are gonna be below Admirals, something like Warlords
