Sommers is an absolute piece of shit and is probably the second worst character amongst this arc’s villains, after Imu himself. Oda even went out of his way to highlight Sommers’s cruelty in God Valley.
Oda also chose to make him part of the Shepherd family, the same family as Ju Peter.
One thing Oda could likely be setting up with Sommers is for him to get killed in Elbaf and for whomever kills him to battle Ju Peter in the finale.
Personally, I think it’s going to be Sanji. Sommers likes to abuse women, which I think sets him up to get his ass beat by Sanji. Peter is the god of agriculture; if the all blue is some sort of ancient kingdom aquaculture project, it could possibly be under Peter’s domain. Furthermore if Peter leverages his authority to cause famines in unaffiliated countries, that could further be a cause of conflict between him and Sanji.
I think Sanji killing Sommers, who could very well be Peter’s grandson or something, could be the first step in setting up a rivalry between the two.
