People thinking that these two are the real representatives of HKs. They are probably the lower level guys. We at least know Shamrock is their leader and Shamrock would probably solo all SHs excluding Zoro and Luffy. I mean Gunko looked better as a fighter.

Shamrock might not even be their leader. Garling had the rank of supreme commander. Shamrock is simply the commander.

Oda could very well have a HK above even Shamrock, possibly the man marked by flames
