Ice is a counter for moat ability in any manga. Unless you are a fire monster or magma.
Beside that in one piece you need advCoc at high level.
The way I see it, Luffys attack did broke through Imukos haki allowing Lokis freezing to work.
We need summary or raw to understand what happened better.
These are the same leaker who say Zoro attack did nothing when it clearly worked.
Who knew if they actualy did better than aimply freeze Gunko.
