Due to this scene, a lot of people think that Oda somehow retconned HK regeneration. However this is blatantly untrue.
We know this because in the very same chapter, Imunko was shown regrowing parts of their body that Usopp blew up.
Why could Imunko easily regenerate from Usopp while Qilingham couldn’t regenerate from Sanji? The answer is easy and it’s one we were already told, haki.
Sanji likely has stronger haki than Qilingham. He is almost guaranteed to be a CoC user in the future. I wouldn’t be surprised if Sanji actually unconsciously used ACoC when fighting Qilingham, and that’s why he couldn’t fully regenerate.
In any case, it’s not a coincidence that regeneration only fails when weak HKs are faced with strong characters, as opposed to the opposite.
Imu’s regen wasn’t easily countered. Neither was Harald or the Gorosei’s. Just the bum knights like Sommers and Qilingham that had issues.
