Ace and Sabo stick it out, and you also have the MF war saga, where Luffy was pretty much weaker than all of his allies except Buggy. While Luffy is a much higher standing in verse right now, there´s no reason to think there´s some rule that an ally always has to be weaker than Luffy. People get caught up on comparing Loki to Yamato or Kidd, but I ultimately think this is a bit of a waste of time. Yamato or Kidd were also not doing what Gaban himself thought was unthinkable, nor did they have a god fruit, nor did they preform better than Luffy against an arc villain.

Yamato was actually stronger than Luffy when she was introduced btw, it only when Luffy got a huge PU by "mastering" aCOC in ch 1026 that he ended up being definitely above her so she's not that much of a good argument against Loki.

For x reason people assume Luffy won't get stronger and I guess that's why his current self must be above Loki?
Which is stupid, Luffy already showed mini-G4 early in the arc (showing a better mastery of it than in the previous arcs) and the shonen MC won't get his final PU in a pre-final saga arc lol

And in fact, Hygoro said Luffy could always use ACoA, it was just inconsistent and unconscious. So even in 923 he could probably muster the strength to do it in an extreme spot. But that's not enough for Kaido.
