So not everybody is going to get it, The Heavens aren't fickle like that.
It takes a literal Cosmic Force granting a blessing for it to happen.
That blessing involves The Heavens rules which are likely governed by natural order and universal laws.
If someone gets it, they are being approved by The Heavens to have a dream capable of shaping the fate of the world.
So if you're hoping every Strawhat and every Blackbeard pirate will have it, I think you're going to be disappointed. Some of them, maybe, but the majority? Hell no.
