In the anime, sure, but he's always been an extremely well liked villain.
The cool factor is obvious, but his personality has a lot to do with it and his enduring popularity over 600 chapters and damn near 2 decades between fights.
Whatever else can be said about this guy, he's genuinely down to fight fucking anyone.
