I think Oda got lucky with the Admirals, he had clear templates for them thanks to the movies, this is why they are so peak compared to the rest of the cast, Oda had to do the least.

Well he copied the characters from existing one, and earlier days editors contributed a lot.. Actually a lot of good things added are ideas from Editors, like then DF classification... Then he fucked it up and ditched the concept.
