No because the navy was splintering. You had Garp wanting to kill Sakazuki, which if Garp ended up switching sides at least two top tiers would be taken care of, the navy killing one another, the WBP trying to take everyone with them which as we saw with Izo in Wano, a suicidal opponent can do a lot more than one trying to survive.

The navy would’ve lost if they had to fight the WBP, the RHP, the BBP, Garp, and who knows how many warlords would switch sides here as well with the navy on the back foot.

He wasn´t going to actually betray the navy in a situation where they were at war with an emperor in Shanks and Teach, we know he stayed in the navy for the 2 years that have passed since the war, and he wants Kuzan to return to the navy, despite Sakazuki´s rise to power.
