Admirals aren't only powerhouses, but also they have to organize and handle all the Mariine's plans, which I guess now is to sucefully bring food to the Holy Land, but also defend it. I don't think they are personally doing anything, just behiind a desk reading reports and making the plans.

I mean, Kizaru's powers could easily bring food to the holy land in a very fast way, no matter how far the food is, even the HKs probably could do it, since they can teleport. But well, Oda preffers to ignore it.
